SOUTH LOS ANGELES — Los Angeles City Councilman Marqueece
Harris-Dawson has teamed up with the Mayor’s Workplace and the Cannabis
Enforcement Process Force to shut down illegal cannabis dispensaries in South L.A.
Final week, LAPD officers served a search warrant and closed an
illegal dispensary at 8931 S. Broadway in Harris-Dawson’s 8th District as element
of a multi-pronged strategy to close equivalent companies. Cease and desist
letters have been delivered to 231 illegal companies and home owners, and
the city’s Division of Water and Energy has shut off utilities at 193 illegal
dispensaries by way of a new ordinance. Extra than 45 illegal dispensaries have been
shut down in 2019 so far.
“Illegal dispensaries are a critical concern in City Council
District eight,” stated Harris-Dawson in a written statement. “Some intersections
have two or 3 illegal dispensaries. There was a homicide at an illegal
dispensary a couple of blocks away from the illegal dispensary we shut down on Aug.
28 that similar evening!”
Harris-Dawson also introduced a motion two weeks ago enabling
Creating and Security to padlock, board up or fence off companies that sell
marijuana illegally without the need of a license. Councilwoman Monica Rodriguez supported
the motion and proposed a new city policy that would charge the operators of
the illegal companies the charges of the enforcement actions. The motion will
come ahead of council for final approval, but a date has not been set however.
“City Council District eight has far also several illegal dispensaries,
and we can’t enable this to mirror liquor retailers in the 1980s, 90s and 2000s,”
Harris-Dawson stated. “We have more than 70 illegal dispensaries in our district, and
dozens are nonetheless listed on platforms like Weedmaps. This is an challenge of equity,
not an assault on cannabis customers or sellers.
“Illegal dispensaries poison our neighborhoods and their personal
buyers by operating hazardous unregulated companies. On top of that, these
illegal actors make it tricky for legal dispensaries to operate
effectively, such as Cannabis Social Equity System participants. I’m
committed to making sure that [legal] participants are productive and enforcement
actions to address the abundance of illegal dispensaries is a essential step.”
The Division of Cannabis Regulations implements equitable
cannabis applications, such as the Social Equity system, which Harris-Dawson
stated is a priority system. It performs to repair the harm brought on by the war on
drugs and the disparate enforcement of cannabis prohibition along with
advertising equitable ownership and employment possibilities in the cannabis
“The Mayor’s Cannabis Process Force is a fantastic instance of the city
family members coming collectively to create a progressive cannabis enforcement approach
that prioritizes equity and saves intense punitive measures for the most
critical offenders,” stated Cat Packer, executive director of the city Division
of Cannabis Regulation. “Shutting down these persistent offenders will assist to
build far more possibilities for legal cannabis companies to contribute to their
communities and the city when draining sources from the illegal marketplace.”
There are quite a few issues for illegal dispensaries, such as the
unfavorable influence on the wellness and character of South L.A neighborhoods and the
buyers — the companies can sell unregulated merchandise, and they can sell to
minors. Some illegal dispensaries run generators on the rooftops to continue
operations soon after utilities are shut off, Harris-Dawson stated.
